The domain sss-online-inquiry.com is registered by Abe of the Yugatech.com/blog. Currently the domain was set up with 302 redirect to Abe's post related to SSS Online Inquiry system.
The process is called domain hijacking. It is considered a blackhat SEO technique but if you are the owner of the hijacked page, I think it's just fine.
